Hello,
Building a review form, I use the rating element with the following parameters :
- rating mode : creator rating
- access : public
- no rating option first : no
- rate in form : yes
- decimals : 0
All access are set to public... but once the new row is added, the creator can't edit his rating. The rating shows up empty and uneditable in the form and in the detail view. Can you reproduce ?

Just one more thought if I may :
I think the rating element is too different from the other elements.
We should use the default access system to determine who can access the editable view and who cannot.
I understand that you wanted to cover both :
- rating of articles : everybody can rate directly in the detail view (I know Joomla is offering this, but what is the point of such rating ? Can't remember of an example...)
- rating for reviews : the rating is set when the review is added / edited (and in this case, the access should be offered to the owner and the admins while adding/editing the row... but it's Fabrik default way of doing things)
