Static icon does not work.

I tried to use Static icon option in Element-plugin of the GGmap, field, commet , and does not work. I obey the guidance of tips, put the image to J! images folder, and made the internal link without the suffix (only file name), and then Replace To Icon was ON.
Is this issue relates to the coded character set ???

Tested it. Doesn't yet work like I think it should. So I did some improvements and hope that F developers will approve them. Here's the pull request.
