HTML in element labels not rendered in form view

As our skype from 2013-09-24
this commit " Applying htmlspecialchars() to element labels." from yesterday is now displaying html tags in the label text

Edit: CDD radio labels: showing the HTML tags after loaded via ajax/change in watch element, showing the correct label (formatted) if editing an existing record.

for the main labels ive changed things so they are only htmlencoded if you have 'use wysiwyg labels = no'
