List/Forms - Set Up Advice

The front end requirement is to create a multi-page form where volunteers can enter their personal details on one page and then select the various events that have been grouped (i.e. tennis, cricket, football etc) on separate pages, they would like to volunteer for.
The Volunteers group will need 3 elements, whilst the Events group will need 4 elements.
The back-end requirement is to display each event on a single row whilst displaying all the volunteers in one column of that row.
Is creating 2 Lists, Events and Volunteers with a join the best option, or is there a better option.
There are two other considerations
1: There are 120 events and I intend to import the deatils.
2: The volunteer's details are null until this information is entered.
