We are still working on the Joomla update.
Will there be an upgrade path for fabrik 3.0.x (joomla 2.5) to 3.1.x for (joomla 3.x)

That's the theory. Although we need to do a few tests, we're pretty sure it's going to be that simple.
If not, it'll just be a case of installing the 3.1 ZIP one time, in case there's any database changes we've made since the original fork from 3.0, but we don't think there have been any.
It certainly won't be like the 1.x -> 2.x, or the 2.x to 3.x updates, which involved huge, sweeping changes in J! itself, from 1.0 to 1.5, then 1.5 to 2.5, requiring rewrites of huge swathes of our code and massive changes to our data representation, etc. and as such were never really feasible to do effective "upgrades" between.
