Datetime validation add 3 hours if it fails

Hello, please help ...
If the date field validation fails, for some reason, it is automatically added for 3 hours.
and if in datetime field I put, for example, 27.03.2018 then in the list filter I have 28.03.2018.

This will probably be conversion to UTC because by default date field is stored in UTC.

In the Date element settings, Date Format tab, have you set "Store date as" to "Local time"?

Yes, I thinked about it and there is "Local time".
Additional information: I have a repeat group and in datetime element a time selector
