Does the file upload element cop and resize first before uploading?

If I have a 10m pixel photo that my phone takes, and I have set the width settings to say 1000 pixel width and 60% jpg quality, does the element crop and scale first then upload the reduced filesize?

I am using the single file upload, and have set it to take a photo from the camera.

I have customers complaining that taking photos from the camera is taking too long to upload?
