We do still support PHP4 in Fabrik 2.0, but we always strongly recommend PHP5. Partly because PHP4 is already 'end of lifed' (meaning only critical bug fixes), and at the end of this year it is being killed off entirely, no more bug fixes, no nothing.
And Joomla 1.6 will be PHP5 only.
The other issue is that we do occasionally forget, and use PHP5-only code in Fabrik 2, which we then have to go back and fix when folk hit problems with it.
So ... yes, technically it's PHP4-safe, but you should seriously consider moving to 5.
