Image as a substitute for a Group label in a multipage form - Is this possible?

I am trying to implement a 'process flow' representation using the multi-page form with bootstrap tabs.
(See the attached image).
What I would like to do is to substitute the text labels with suitable images - i.e. right pointing arrows - with the active tab being highlighted.
So - as the user moves from one tab to the next (left to right) the arrows clearly show the process flow progress.
As things stand, I need a way to replace the tab text label with a tab image.
Any advise/ recommendations/ suggestions on how to do this will be really welcome.

You can use CSS to style the tab links (background image or content ::before or ::after).
