You'll need to modify that template_css.php to be like this:

The comment needs to be in /* this format */, otherwise something to do with line endings in CSS generated from PHP means that the browser then gobbles up everything after a #comment.
I'd added the comment line after testing, so hadn't noticed that adding the comment blew the CSS away.
