What do you mean with read confirmation?
The user should check a box (something like "I've read/understood/accepted this text")?

So you can use a list with one element containing the text (or a link to document)
and one checkbox element with
- just one option (e.g. value=1, Label=ich habe das Dokument gelesen)
- "Default" unchecked
- validation "not empty"

I assume you'll need this on a per user basis.
In this case you'll need some sort of join between all documents and all staff members.
It depends on your setup how to do this.

e.g.
a list of documents with a repeated group where every staff member can add his name
or
a list of staff members with a repeated group where the user can add the documents
