Table Iist, Table View Detail and Edit doesn't support Khmer Unicode

I can entry Khmer Unicode into the field but they doesn't khmer unicode at Table List, Table View and Edit Field. It show "??????".

List-->Andavanc-->Collation is utf8_general_ci

how could those elements support Khmer Unicode?

Is your MySQL database set to UTF8 (or 16,32...)
And all your tables and (text) columns collations?

This looks ok. Are the table columns also UTF8?
Where do you see ???, in element content or in element/form/list labels?
Is such text displayed correctly e.g. in a Joomla article?
