tooltip missing in detailed view

I noticed some days ore more ago, that the tooltip is missing in detailed view, form and list are okay.
I am not sure, if this missing tooltip is only on my sites...

It's working on my site. Is it showing the icon but no hover tip or is there just nothing?

I have set up a clean test site to find the issue:

ISSUE: switching to 'labels above' and 'none' removed tooltip in details view

In details bootstrap folder we have 3 files for labels:

• default_group_labels_above.php
• default_group_labels_side.php
• default_group_labels_none.php

<?php echo $element->label_raw;?>

removing _raw should show the tooltip in detailed view.
