I have an application that requires a user to submit a document, and then this document needs to be assigned to 1 or more users to edit/update this document. I have defined a hierarchy as such: admin -> sector -> department -> inspector. Admin will assign which sectors will work on document, then each assigned sector will define which departments will work on documents, and finally departments will assign which inspectors will work on the document. So, inspectors from multiple sectors/departments will work on single document.
The way it works right now as I've used joomla login module, when a department wants to assign an inspector(s) to work on a submitted document, it allows department to assign ANY user in the system, including sector level users as well as admin.
So, the question is, how can I limit that department(s) can assign only its inspector(s) and not be able to see the rest? The same works for sector where I only want them to access departments that belong to that sector.
