Repeat group with min=0 is deleted on validation error

Setup:
repeat group, min=0

edit form without repeat group ("no data" shown)
add a group
save with some validation error
-> this newly added group is deleted

no problem if there's at least one group (newly added ones are still shown after validation error)
no problem if group-min is not set or >0

This is still an issue.

If you hit + again after the validation error the informations are still there (beside the fileupload, but this will be gone always with a validation error) and saved on Save.

But if you don't realize that the repeat group is showing "no data" again (especially if you don't see this group in bootstrap_tabs template) it's saved as empty.
