user plugin

When I try to create a user plugin and tell it to 'Allow Ordering' to be Yes, I get an error on save.

1061 Duplicate key name 'fb_order_element name_INDEX' SQL=ALTER TABLE `table name` ADD INDEX `fb_order_element name_INDEX` (`element name` )

Then if I go back to the element list the element is not there; however, if I go into phpmyadmin it is there. As long as I do not check Allow Ordering I can save it with no problem.

is this with the latest github code, I've been trying to fail these types of errors gracefully and can't replicate this error.
I did see though that we were catching an incorrect error type in that part of the code, so that has been fixed.
